Cultural resources for Viet Nam’s development

Communist Review - Cultural resources are considered as special resources, the power to promote sustainable socio-economic development in a humane manner. In Viet Nam, although the idea of considering culture as a source of capital - a resource for socio-economic development has recently been mentioned, it has received the attention and consensus of the whole society.

1- In the process of national development, the Communist Party of Viet Nam (CPV) has always attached great importance to cultural development and has issued numerous resolutions to guide the construction and development of culture, such as Resolution of the 5th Plenum of the Party Central Committee (8th Tenure), "On building and developing an advanced Vietnamese culture imbued with national identity", Resolution of the 9th Plenum of the Party Central Committee (11th Tenure), "On building and developing Vietnamese culture and people to meet the requirements for sustainable development of the country”... One of the important goals set by the CPV is to build comprehensively developed Vietnamese culture and people, aiming at truth - goodness - beauty, imbued with the national, humane, democratic and scientific spirit; building a culture that truly becomes a solid spiritual foundation of society, an important endogenous strength to ensure sustainable development and firmly defend the Fatherland for the sake of ‘a prosperous people and a strong, democratic, equitable, and civilized country’. The 12th National Party Congress of CPV emphasized the task of building people in association with building culture as a spiritual foundation, in which human beings are the subject of cultural creation and those enjoying cultural values ​​and products; paying attention to building Vietnamese people beautiful in terms of personality, morality and soul; superior in terms of intelligence, creativity, capability and skills; physically healthy; and more aware of social responsibility, civic duty, sense of respect and observance of the law. The 12th Party Congress also highlighted the task of building culture in politics and economy; developing cultural industry in combination with building and perfecting the market for cultural services and products; actively integrating into the international culture, absorbing the cultural quintessence of mankind. This is the fundamental, central and core issue for the development of culture - endogenous resources to build and develop the country sustainably. Cultural resources – cultural capital are not separated from economy, politics and society in the development of a country; however, not until recently has culture been paid attention to and focused on in Viet Nam. Culture has a mission to be the foundation and goal for socio-economic development. Therefore, cultural resources become special resources, arousing and promoting other resources, creating synergy in the sustainable development of the country. Absorbing the spirit of the times, on the basis of Marxism-Leninism and Ho Chi Minh's thought, the CPV affirms that culture is not only the result but also the driving force of the economy. Cultural factors must be in close connection with social life and activities in such aspects as politics, economy, society and law...so as to become the most important endogenous resource of development.

Viet Nam’s cultural resources are abundant in quantity and quality as well as diverse in forms of expression.

Human resources are the sum of potentials and capabilities of each individual and community that have been creating the strength to promote social development. These are the most important and decisive ones for the development of culture, economy, politics and society. Currently, Viet Nam, with its young population structure, has become the world's 15th most populous nation and the third in Southeast Asia. Together with increasing public awareness, the percentage of skilled workers is on the rise, enabling them to grasp and apply modern science and technology. These are the advantages of the Vietnamese human resources, which need further promotion.

Cultural product resources are resources crystalized by the endowed natural resource, and materialized into material products containing intangible cultural values, including historical and cultural relics, beauty spots... and human beings’ creative cultural products. Vietnamese culture is a multi-ethnic culture rich in identities, in which there are numerous heritages recognized by UNESCO as tangible and intangible cultural heritages of mankind. These are favorable conditions for Viet Nam to develop tourism and services in order to effectively promote the value of cultural heritages, arouse national pride, and contribute to promoting Vietnamese culture to the world.

In addition, over the past years, the Communist Party and State of Viet Nam have adopted a multitude of investment policies to develop culture, which involve gradually promoting the development of information, communication, press and publishing industries; focusing on literary and artistic creation activities; developing film and television industry in both quality and quantity; and regular staff training. Along with that, innovations in management mechanism have created a legal framework for people to carry out cultural activities, creating favorable conditions for culture to develop in a sustainable manner and in harmony with socio-economic development.

The above resources have a dialectical relationship, in which human resources play a decisive role, being able to influence, change, and strengthen other resources, creating a driving force to generate sustainable development.

2- With the combination of different resources, the process of building Vietnamese culture and people over the past years has achieved remarkable results, making significant contributions to Viet Nam’s socio-economic development. The conclusion of the Politburo, the Central Committee of the CPV affirmed that cultural development is closely connected with building Vietnamese people, with culture being one of the important resources for the cause of sustainable development and international economic integration. The quality and efficiency of cultural activities have been gradually improved; more attention has been paid to building a cultural environment; and various fine traditional cultural values ​​are inherited and developed. A wide range of guidelines, policies and legal regulations have been promulgated, creating a political - legal basis and conditions for human development. The standards of political thought, morality and lifestyle of people in the Ho Chi Minh era have been incorporated into a number of legal documents and conventions of villages and communes, and into rules and regulations of agencies, units and social organizations. Party committees, authorities and socio-political organizations have promoted start-up and volunteering movements associated with patriotic emulation movements, building up Vietnamese standard values ​​suitable for each subject. In addition, they have attached greater importance to the education of children in the family, providing knowledge as well as cultivating life skills, improving physical fitness and stature for the younger generation. Family work has made great progress, especially at the grassroots level, contributing to enhancing gender equality and limiting violence against women and young girls. It is also noted that the movement "All people unite to build a cultural life" has been constantly combined with “The movement to build a new rural area and civilized city" with more attention being paid to the implementation of the Grassroots Democracy Regulation, the building of village conventions, cultural conventions, and the implementation of new lifestyles in weddings, funerals and festivals. The task of preserving and promoting national cultural heritages has seen positive changes, involving more social resources, preserving traditional cultural heritages, especially those at risk of being lost and the value of cultural heritages being exploited in connection with tourism development. A number of policies and laws that create a legal basis for the construction and development of culture and people have been promulgated. The system of cultural institutions has received further investment with innovative mechanism and mode of operation. The cultural market has initially been formed. Literary and artistic creation has constantly advanced with more topics and expression forms, creating richer and more diverse cultural, literary and artistic products. The role of literature and art in nurturing people's souls and emotions has been valued and promoted. Viet Nam has also been more active in integrating into the world and absorbing the cultural quintessence of mankind.

3- In order to continue to bring into full play cultural resources to develop Vietnamese country and people, it is necessary to focus on the following contents:

Firstly, boosting dissemination to raise awareness for cadres, party members and people of all walks of life about the position and role of culture in the cause of building and defending the Socialist Republic of Viet Nam. Clearly defining that developing culture and people is an important and regular task of the whole political system. Culture is the soul of the nation, a solid spiritual foundation of the society, an important internal strength to ensure sustainable development and firm national defense for the sake of a prosperous people and a strong, democratic, equitable, and civilized country. Paying attention to the specificity of culture, at the same time ensuring that culture, literature and art develop in accordance with the political and ideological orientations of the CPV, both ensuring individual freedom and creativeness and developing high self-discipline. Strengthening dissemination so as for people to nurture the right and comprehensive awareness of the position and role of culture, thereby taking practical actions to both preserve and promote invaluable cultural heritages, and at the same time constantly making great efforts to enrich the "cultural capital" of the nation.

Secondly, continuing to perfect the policy of cultural development. Focusing on investing in appropriate and practical cultural institutions; creating democracy in creation - promotion - consumption activities of cultural products; encouraging people’s and artists’ creative capacity. Besides, mechanisms and policies must be effective in attracting and respecting talents. Investing all resources in education and training; strongly developing and effectively managing the fields of information, communication, press and publishing. It is also vital to review, evaluate and continue to seriously and effectively implement the CPV’s resolutions on building and developing Vietnamese culture and people.

Thirdly, focusing on building comprehensively developed Vietnamese people. Directing cultural, educational and scientific activities to build Vietnamese people with scientific viewpoints, fine personalities, beautiful lifestyles and basic characteristics of "patriotism, compassion, kindness, honesty, solidarity, diligence, creativity”. Strengthening aesthetic education, incorporating physical education in the education of knowledge, morality and social skills for all, especially the juvenile. Building a lifestyle of obeying law, respecting the ethics of "when drinking water, think of its source", "repaying debts of gratitude", and "the spirit of mutual love". Affirming, honoring and multiplying fine and humane values. Paying more attention to planning, training and fostering a contingent of leaders, managers, cultural and art workers with sufficient political qualities and capability to perform assigned tasks.

Fourthly, promoting the building of a healthy cultural environment and cultural life, associated with the movement "All people unite to build a cultural life", building new rural areas and civilized cities. Families, schools and society must coordinate with each other more closely in nurturing, educating and protecting young people, forming good personality, pure morality and civilized social behavior skills. Building a sense of environmental protection, proper behaviors to the environment for the goal of national sustainable development. Implementing the Regulation on Democracy at the grassroots level well; building a progressive and civilized cultural lifestyle. Mobilizing different investment resources, narrowing the cultural enjoyment gap between regions and social classes. Adopting severe sanctions, capable of deterring acts infringing upon the national culture; preventing and repelling reactionary thoughts and non-cultural products on social networks. Fighting to eliminate harmful cultural products, negative behaviors, opportunism, law violations, dissemination of false thoughts, materialistic lifestyle, and what is contrary to the nation's fine customs and traditions, having negative influences on the construction and development of Vietnamese culture and people.

Fifthly, well handling the relationship between conserving and promoting ethnic cultural heritage values with sustainably developing economy and tourism in localities, contributing to beautifying the image of Vietnamese people and country. Attaching importance to implementing programs to restore and preserve a number of traditional art forms which are at risk of extinction; preserving and promoting cultural heritages of ethnic minorities, cultural values of religion and belief. Encouraging creativity among artists and writers in order for them to give birth to works of ideological and artistic value. Renovating the operation method of literary and art associations, improving professionalism, and at the same time widely developing literature and popular art. Bringing into play the role of the press, improving the operation efficiency of mass media, especially on the Internet.

Sixthly, strengthening the development of tourism and services, in which special attention is paid to the development of tourism products with their own identity. There should be reasonable mechanisms and policies to develop traditional handicraft industries. Attaching importance to the development of cultural industries, prioritizing investment in a number of key, high-quality training institutions and cultural industries capable of leading cultural activities. Strengthening copyright protection, developing the cultural industry together with building and perfecting the cultural market. Popularizing the position and role of the cultural industry. Bringing into play the advantages of the market mechanism; strengthening and diversifying investment resources for the development of cultural industries. Reviewing, modifying, supplementing and developing new legal documents, mechanisms and policies to encourage creation activities and attract investment in facilities and advanced technologies, creating favorable conditions for the development of the cultural industry. Improving the enforcement of intellectual property rights and related rights, promoting fair competition in the market. Boosting the introduction and promotion of the image of Vietnamese people and country to the world through new media and cultural exchange activities./.
