Developing transport infrastructure in Viet Nam

In recent years, Viet Nam’s transport infrastructure has been upgraded with expansion of road system, reduced railway and waterway travel time, increased cargo throughput in sea port and higher number of passengers and cargo transport at airports. Especially, local transport system has greatly contributed to economic transition, poverty reduction and rural modernization.

Despite these achievements, there remain constraints which need to be overcome to improve transport infrastructure to operate effectively and contribute to industrialization and modernization of the country. The transport infrastructure is small in size. Most of transport works have fallen short of technical standards and have not been connected conveniently. Urban transport systems in large cities have not been planned to connect with national transport system. There is no standard expressed way. Few deep-water sea ports have been constructed. All these constraints have hampered the country’s socio-economic development.

To create a breakthrough in transport infrastructure of Viet Nam, priority should be given to develop transport infrastructure in areas with big cargo and commodity volume, high growth rate or areas which are national, regional and international economic hubs. Service capacity of the three big sea ports of Hai Phong, Ha Noi and Ho Chi Minh cities and the Central region should be strengthened and modernized. Urban transport system, particularly public transport is to be rapidly developed. Drastic measure should be taken to solve traffic jams and inundation in Ha Noi and Ho Chi Minh cities.

To realize these solutions, cross-sectoral unanimity and synchronous coordination are needed. As far a planning and investment methods are concerned, it is imperative to implement the resolutions of the 11th Party Congress. They are to invest in key and focus projects and complete major modernized and synchronized economic infrastructure in key economic developing regions, high-tech centers, industrial and economic centers.
