Initial important achievements have been made in anti-corruption over the past years. The resolution of the Party Central Committee, the Law on anti-corruption and other document which regulate anti-corruption have been disseminated in different formats and strictly studied and implemented. Incidences of corruption have been discovered and people who are responsible for corruption have been penalized. All these have contributed to effective anti-corruption efforts.

However, there remain constraints: political will for anti-corruption has not been clearly manifested. Dissemination and education on anti-corruption have not been regular and constant. The legal framework for anti-corruption has been slowly developed and incomplete. Some regulations are infeasible.

Following measures should be taken to improve anti-corruption effectiveness.

First, persistently and resolutely fighting against corruption on the basis of Party’s resolutions and orientations and State’s policies and laws.

Second, strengthening the Party’s leadership on anti-corruption.

Third, promoting dissemination and education on anti-corruption among Party cadres and members, public employees, armed forces and people’s strata.

Fourth, supplementing and completing mechanisms and policies on socio-economic management to prevent corruption and supplementing and completing anti-corruption regulations.

Fifth, completing effective and efficient anti-corruption mechanisms and solutions; improving supervision, inspection, auditing, investigation, prosecution and trail of corruption cases.

Sixth, increasing transparency in making and implementing policies and legislation.

Seventh, enhancing the oversight role of the National Assembly, People’s Councils at all levels and involving the whole society to fight corruption.

Eighth, continuing to improve the capacity and efficiency of the Steering Committees at all levels and competent authorities on anti-corruption./.
