New progress in gender equity in Vietnam
Vietnam was one of the earliest nations that signed and approved the international convention on the abolishment of all discrimination against women (CEDAW). The non-discrimination policy in Vietnam is a declaration and reflected in the law and regulations of the State. They are protected and implemented in daily life and in families. The ultimate goal of the renovation in Vietnam is to achieve: “a rich people, strong country, democratic and equitable and civilized society”. It is also an important factor to ensure gender equity in social life.
The State has introduced a number of measures to ensure and implement the non-discrimination, development and progress of women. The national strategy on the progress of Vietnamese women has 5 objectives: 1/ Implementing equity rights of women in labor and employment; 2/ implementing equity rights in in education and training; 3/ improving the health of women and children; 4/ improving the quality and effectiveness of women activities in political, economic, social and cultural aspects in order to increase the percentage of women holding positions of leadership. Ensuring legitimate rights and interests of women and female children in families and society; 5/ improving the capacity and effectiveness of activities for the progress of women.
To achieve the above-mentioned objectives, the Government of Vietnam is rendering great efforts to implement the following solutions:
Firstly, attaching importance to the coordination between ministries and branches to synchronously implement the said objectives. There should be clear assignment of responsiblity to each agency. Concentrating efforts on the drafting and implementation of laws; enhancing the control and supervision of the implementation of objectives on gender equity.
Secondly, enhancing the incorporation of gender issues into the formulation of strategy, socio-economic development plans, poverty reduction, job creation and the implementation of policies at all levels and branches. Increasing investment in education, vocational training, agriculture promotion, and the improvement of women knowledge.
Thirdly, enhancing propaganda and communication and knowledge on gender equity. Due attention should be given to warning information on prostitution and women trafficking, in addition to developing legal assistance, thereby preventing and minimizing damage to and exposure to danger for women.
Fourthly, enhancing the capacity and effectiveness of the national committee on progress of women at all levels. Renewing the mechanism of providing funds for activities designed to enhance women’s progress and gender equity. Expanding international cooperation and making good use of international assistance in this regard.
