Communist Review - Building cadre contingents having both virtue and talent is a key stage in the Party building work, a decisive factor in the success or failure of the revolution, associated with the destiny of the Party, the regime and the country. Under this important task, with their roles and positions, the inspection committee and the contingent of inspectors at all levels must clearly identify their determination, strongly promote their role and responsibility, constantly strive to successfully complete all assigned tasks, actively participate in building a contingent of competent, qualified, prestigious, truly transparent and strong cadres at all levels, contributing to the success of the party congresses at all levels towards the 13^th National Party Congress.

1-The cadre work has the extremely important position and role to the leadership of the Party, is the "vital" stage in building Party and political system. During his lifetime, President Ho Chi Minh used to recommend: "Cadre is the root of all works"⁽¹⁾, “All works that succeed or fail are due to good or poor officials”⁽²⁾. He also once said: “When there is a right policy, its success or failure is due to the organization of tasks, the selection of cadres, and the inspection work. If these three things are sketchy, the correct policy is useless”⁽³⁾. During revolution leadership process, the Party always focuses on the cadre work and takes care of building and training cadres, both in terms of virtue and talent, to be as the worthy leaders and the loyal servants of the people.

In recent years, the Party Central Committee has issued many resolutions, conclusions, directives and regulations in order to constantly renew and improve the quality of the cadre work. Concretizing the guidelines of the 12^th National Party Congress, the 7th Session of the 12^th Party Central Committee has issued Resolution No. 26-NQ / TW, dated May 19, 2018, on “Attaching importance to building a contingent of cadres at all levels, especially at the strategic level, qualified and capable, prestigious and competent to requirements of the tasks”. The Resolution stated: "A large part of cadres have kept aloof from the Party’s ideals, lost their willpower,..., deteriorated in political ideology, morality and lifestyle, manifested “self-evolution” and “self-transformation”. Some leaders and managers, including those at strategic level, have lacked exemplary status, lost prestige, or got entangled in corruption, wastefulness, negativity or group interests and so on. The officials’ illegal lobbying and bribe solicitation for job titles, positions, power, planning, rotation and qualifications, including the high-ranking ones’, is slowly prevented and repelled”⁽⁴⁾. Therefore, one of the important solutions proposed by the Resolution to rectify and overcome the problem is "To strengthen the inspection and supervision", "To promptly and strictly handle the organizations and individuals that violate the Party's discipline and the State's laws, abuse authority to commit wrongdoings in the cadre work, or abet for bribe solicitation”⁽⁵⁾.

Looking back from the beginning of the 12^th National Party Congress to date, the Party committees, Party organizations, inspection committees at all levels have strengthened the leadership, the direction and the implementation of the inspection and supervision work, achieving many important results. The awareness of the party committees, party organizations, party members, especially, the heads of the party committees about the position, role, purpose, meaning and importance of the work has been significantly raised. The system of legal documents prescribed by the Party and State has been promulgated relatively fully, synchronously and uniformly. The inspection and supervision work has been maintained, promoted with new changes while the quality and efficiency of work are increasingly raised. Many new, difficult, complicated, sensitive cases that have attracted the attention of the public opinion have been considered, concluded clearly, and strictly and promptly handled. Many violating party organizations and party members including high-ranking cadres of the Party and State, retired cadres, senior officers in the armed forces, are disciplined with the spirit of top-down strictness, no restricted zones and no exceptions. The deterioration of political ideology, morality and lifestyle of numerous cadres and party members, especially those in the cases causing annoyance in public opinion, has gradually been clearly identified and strictly handled. In addition, internal manifestations of moral degradation, “self-evolution”, “self-transformation”. The negativity, bureaucracy, and aloofness from the people of a part of cadres, civil servants and public employees have a tendency to decrease. Meanwhile, after being inspected, many localities, agencies and units were determined to rectify the wrongdoings, tighten up on the cadre contingent. Therefore, movements have many changes, bringing clear results on all sides.

The above results have contributed positively and enormously to the Party building and rectification work, especially preventing, repelling and overcoming loopholes, weaknesses and negativity in the cadre work. It can be seen clearly that the cadre work and the cadre management in recent years have had significantly positive changes with many innovations, getting into order and ensuring tighter. The appointments, transfers, rotations, rank promotions and policy implementation for cadres have adhered to standards, conditions, and procedures in accordance with regulations. The quality of cadres has been raised significantly. The majority of cadres, especially leaders and managers at all levels have strong political bravery, maintain the morality of party members, practice a transparent lifestyle, have a good working capacity, and are exemplary in self-training and self-cultivation, basically meeting the requirements of the renovation and development of the country.

Currently, the party congresses at all levels are conducted successfully towards the 13^th National Party Congress in early 2021 - a greatly significant political event of the country. The personnel work for the new party committees to prepare for the Congress is a particularly important task, and a factor to ensure the success of the Congress as well as the successful implementation of the party congresses’ resolutions at all levels in the new tenure. Directive No. 35-CT/TW, dated 30-5-2019, of the Politburo, “Regarding the Party Congress at all levels towards the 13^th National Party Congress" has set out the requirements of: “Resolutely screening and not allowing to enter into the new party committees the people lacking of political bravery, quality, capacity and prestige, exemplary status and spiritual solidarity, having the manifestations of localism, sectarianism, opportunism,… and degradation in political ideology, morality, lifestyle, “self-evolution”, “self-transformation”, corruption, negativity, “group interests” and bribe solicitation for positions and power as well as violating the principles of democratic centralization, current rules and regulations of the Party and State. The aforementioned requirements pose extremely crucial tasks for the Party's inspection and supervision work.

2- In the coming time, to build the contingent of cadres, especially the party committee personnel at all levels with good capability, qualification, prestige, transparence and steadfastness in order to contribute to the success of the party congresses at all levels towards the 13^th National Party Congress, the inspection and supervision work must continue to be renewed, further improved in its quality, effectiveness and efficiency by focusing on the several following important contents:

Firstly, it is necessary to continue making a strong transformation in the political awareness, responsibility and determination of the party committees and party organizations on the inspection and supervision work.

Over the past time, the inspection and supervision work has been promoted and achieved many important results, creating a mark and pervasiveness in the society. However, compared with the requirements and the task of building and regulating the Party, and building the cadre contingent, it still has limitations and weaknesses. Some party committees, party organizations and heads of the party committees have not been fully aware of, attached great importance to, and promptly led, directed and implemented the inspection and supervision tasks, especially on the cadre work. The inspection committee in some places has not even been given favorable conditions to fully perform its functions, tasks and powers in accordance with the Party Charter.

It is necessary to fully and profoundly realize that the inspection and supervision work is the leadership function of the Party, an important part of the whole Party building work, a task of the entire Party, of each party cell and member, especially, of the party committee and its key heads. After all, this work is to build the Party cadre contingent, to promptly remind, stave off and prevent cadres and party members from violating the Party's guidelines, the State's policies and laws, and not exemplary in life, to strictly punish the organizations and individuals intentionally committing the violations, seriously affecting the Party's prestige and the country’s development. President Ho Chi Minh once said: “If the inspection is organized in a thoughtful manner, there is also likely a "headlight". Every situation, strength and weakness, every cadre, all can clearly be seen. It can be said that nine-tenths of defects in our jobs are due to a lack of inspection”⁽⁶⁾.

Therefore, to have good cadre contingent, the party committees and party organizations at all levels have to raise their awareness and responsibility for the inspection and supervision work and conduct it regularly in order to promptly detect and multiply positive factors as well as to purify and improve the contingent of cadres and party members in each party committee, party organization, and state agency. Simultaneously, they must resolutely expel from the Party the cadres and party members abusing power, seriously deteriorating, corrupting, going against the interests of the people, unworthy of being party members.

Secondly, it is important to research the theory, summarize the practice, and perfect the Party's regulations on the cadre work and the inspection and supervision of the cadre work.

Over the past time, one of the main reasons for the limitations and shortcomings in the cadre work is that mechanisms, methods, and processes to closely inspect and supervise the cadre work are still slowly innovated. Some regulations not close to reality, lacking feasibility, even possessing "gaps", loopholes, shortcomings and lacking the handling procedures do not have enough deterrence and warning, especially for behaviors of bribe solicitation, covering and abetting bribery for job titles, positions and power as well as other negativities in the cadre work.

Fully realizing the problems, from the beginning of the 12^th National Party Congress until now, the Politburo, the Secretariat, and party committees at all levels have focused on studying, amending, supplementing and promulgating many important documents to prevent and overcome shortcomings and loopholes in the cadre work. These efforts are a solid basis for the party committees and the inspection committees at all levels to perform effectively their functions and tasks about regulations on the decentralization of the staff management, the appointment and introduction of candidate cadres⁽⁷⁾; regulations on the control of power in the cadre work and anti-bribery for job titles⁽⁸⁾; regulations on the examination of the cadres and party members’ morality and lifestyle cultivation and training⁽⁹⁾; regulations on the inspection and investigation in the cadre work⁽¹⁰⁾; regulations on disciplinary punishment apply to violations of Party discipline by Party organizations and Party members⁽¹¹⁾...

In the coming time, especially right after the party congresses at all levels and the 13^th National Party Congress, the party committees and the authorized party organizations at all levels should continue to review, amend, supplement and complete the rules and regulations aimed at renewing, improving operational quality and efficiency, associated with strengthening discipline and strictly controlling power in the cadre work. Processes and procedures need to be continuously concretized to ensure democracy, objectivity, openness, transparency and strictness. In addition, it is necessary to clearly define the accountabilities of the party committees and their heads for proposing, advising, evaluating and deciding in all stages of the cadre work including the cadre’s selection, planning, rotation, training, fostering, evaluation, recommendation, candidature, promotion, appointment, employment as well as the implementation of cadre policy. The inspection and supervision mechanism of the power exercise of people in authority must be perfected to fight against the bribe solicitation for job titles and commendation, the degradation in political ideology, morality, lifestyle, “self-evolution”, “self-transformation”, corruption, wastefulness, and "group interests". It is necessary to build mechanisms to encourage and protect the enterprising cadres, party members and heads who have a sense of responsibility for the common interests and for the country’s development. The Party's inspection and supervision work should be strengthened in close coordination with the inspection, audit, investigation, prosecution and adjudication of the State. The Vietnam Fatherland Front, socio-political organizations, the media, the press and the people need to be given conditions to promote their role in the inspection and supervision work.

Thirdly, the quality and effectiveness of the inspection and supervision work should be enhanced to serve the personnel work of the party congresses at all levels towards the 13^th National Party Congress.

The objective of the inspection and supervision work is to contribute to building the transparent and mighty Party that is always a coherent, unified organization of will and action. The work must come from political tasks, serving political tasks and the Party building work in each period. Therefore, from now until the end of the current tenure, in addition to the regular tasks prescribed by the Party Charter, the participation in serving the Party congresses at all levels, especially in building new party committees, is the central task throughout the Party's inspection and supervision work.

First of all, the party committees and party organizations must regularly self-inspect and self-review the cadre work in order to promptly point out the advantages to promote; detect the limitations and shortcomings to actively overcome and rectify; especially in implementing process, regulations, procedures, standards and conditions on the cadre work. It is obligatory to clearly identify and fight fiercely against negativity, "localism", "acquaintanceship", "group interests", loss of democracy, lack of exemplariness, "indulgence", "bribing, lobbying, taking advantage of each other” in planning, promotion, appointment, rank promotion, and policies implementation for cadres.

The party committees, party organizations, inspection committees at all levels must strengthen their supervision of affiliated party organizations, especially those with manifestations of internal disunity and breach, emerging complicated problems, and pressing issues that concern officials, party members and people. At the same time, firmly grasping the situation of the party members, they should also focus on the members of the party committees at the same level of management, especially, key cadres and party members who are planned to attend the new party committees and expected to be delegates to the party congress at higher levels. They need to pay attention to expanding their supervision to all stages of the cadre work and the implementation of the introducing personnel process to the new party committees, in order to promptly prevent defects from the beginning and not to let minor defects become violations.

The inspection has to focus on the party organizations that have manifestations of the democratic concentration principles and the working regulations violations, breaching the Party’s resolutions, directives and regulations and the State’s policies and laws; simultaneously, it must also focus on inspecting the cadres and party members who have manifestations of deterioration in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; breaching the party members and the party committee members’ standards, violating the implementation of asset and income declaration and transparency; committing corruption, wastefulness, "group interests", individualism, sectarianism, opportunism, pragmatism; abusing authority for their own sakes in the cadre work, or abetting bribe solicitation for job titles, positions and power.

After the inspection, it is mandatory to resolutely cancel or revoke decisions approving the staff planning, rotations, transfers, promotions, appointments, reappointments, and recommendation for those who are concluded with serious violations. In addition, party committees, party organizations, heads of advisory agencies, advisory officers, related organizations and individuals have to be reviewed, clarified about their accountabilities and strictly handled. The heads must take main responsibility when the violation occurs or when they do not direct the handling of the violation signs in the cadre work at the agency, unit or locality under the scope of their direct leadership and management.

Fourthly, the denunciations against party organizations and party members, especially, the ones related to the party congresses at all levels, have to be promptly settled.

It is forecasted that from now to the 13^th National Party Congress, many complaints and denunciations will generate. Therefore, the inspection committees at all levels need to base on the content, the object of the denunciation and the regulations on the cadre management decentralization to determine the denunciations under their jurisdiction specifically and fully. They must concentrate their forces and closely coordinate with relevant agencies and organizations to promptly settle the denunciations, especially, the ones against the party organizations and party members directly related to the organization work of the party congress, or related to the personnel of the new party committee and the party congress delegates at all levels. Through the settlement of denunciations, it is not only that the cases concluded with violations have to be strictly handled, but it is also necessary to resolutely struggle with exploiting the occasion of organizing party congresses at all levels for falsely denouncing to cause internal disunity and affect congress personnel.

Fifthly, the Party’s inspection cadre contingent should be further strengthened and improved in quality.

The Party's inspection and supervision work, especially on the cadre work, is a very sensitive and difficult task because it relates to the organization and the people. To well fulfill the tasks assigned by the Party and the people, it is necessary to build a contingent of party inspection cadres at all levels with sufficient qualities, capabilities, intelligence, professional expertise, knowledge in multiple fields, especially in the cadre work. Moreover, they have to be really fair, objective, brave, resolute, daring, and ready to face all difficulties and challenges when they inspect breaches and settle denunciations against the leading cadres related to authority abuse, bribe solicitation for job titles, position and power, negativity, corruption, "group interests".

Successfully completing the above tasks, the inspection committees and the inspection cadres at all levels have actively participated in building contingents of party committee at all levels with sufficient capacity, qualities, prestige, transparency and steadfastness, contributing to the success of the Party congress at all levels towards the 13th National Party Congress./.
