The Political Bureau of the 10th Party Tenure issued Decision 158-QD/TW dated 12 May, 2008 promulgating the Regulations on Question and Answer in the Party, the first of its kind ever developed.  

However, for the past four years, the Regulations have not yet been deliberated from the Central of grassroots level. This issue was once again highlighted by the Resolutions of the 4th Plenum of the Party Central Committee, 11th Party Tenure. As stated in the Resolutions of the 4th Plenum of the Party Central Committee, 11th Party Tenure, a group of solution on organization, cadres and Party meetings includes: “Promoting true democracy within the Party and strictly observing the Regulations on Question and Answer in the Party, particularly in plenums of the Party Central Committees and meetings of Party Committees as all levels.” Under this guidance, the implementation of the regulations should follow the following principles: First, early implementation of the Regulations on Question and Answer in the Party is an essential activity to contribute to solving urgent problems in Party building at present. Second, this activity is the continuation and the “twin sister” of self-criticism and criticism within the Party Committees. Questions should be responsible, objective and highly constructive and answers should embody high sense of self- criticism, truthfulness, objectivity and transparency. Third, members of the Party Committees should bring to Party meeting questions raised by cadres and members of their Party Committees. Fourth, each Party Committee, particularly heads of the Party Committees should be responsible to create a democratic environment to facilitate question and answer sessions and self-criticism and criticism thus to ensure practical and effective Party meetings. This will bring about broad, profound and deep confidence among people./.
