Based on theoretical studies and review of international and national realities, he focused on some questions: What is socialism? Why does Viet Nam choose socialism? How and by what methods does Viet Nam build socialism? What is the significance of advancing to socialism while Viet Nam is carrying out renovation? What are problems?

He emphasized that on the global scale, socialism was not only a doctrine or a movement but also a concrete regime. Going along with the development trend of humankind and prompted by its concrete historical conditions, right from its establishment on 3 February, 1930, the Communist Party of Viet Nam and the Vietnamese people chose socialism as it conformed to the nation’s aspiration. This historical choice of development path of Viet Nam was tantamount to outright rejection of capitalism and feudalism. Over the past 83 years under the Party’s banner, national independence and socialism have been the sole and correct development path of Viet Nam which has aligned with the essential development of history in the world scale. That is why Viet Nam’s position and strength have been confirmed and have proved to be a source of inspiration for progressive mankind in the world.

Over the past 25 years, while building socialism and defending the Fatherland, under the banner of the Communist Party, Viet Nam has made great records of historical significance, ushering in new and clear prospects for the country and contributing to the development of progressive people in the world. He pointed to a series of work that the Communist Party and people of Viet Nam have been consistently and creatively carried out with determination on the basis of Marxism-Leninism and Ho Chi Minh ideology. They have been learning international cultural quintessence for the continued renovation in economic, political, cultural, social, security, national defense, and international relations, socialism construction. They have also built the Party to live up to its role of leadership and to develop rigorously in the socialist movement for world peace, democracy and social progress.

The Party General Secretary expressed his wish that the Communist Party of Viet Nam and the Communist Party of Cuba and the two countries would continue to advance , shoulder to shoulder, on the road of national independence to socialism./.
