Party building in the People’s Security Force is a key and decisive factor of every success of the force. Prevention and fighting against degradation of political ideology, ethics and lifestyle of Party cadres and members is extremely important to build the Party and the People’s Security Force. Party building and Prevention and fighting against degradation of political ideology, ethics and lifestyle are closely related. That is the cohesion between “building” and “preventing”.

Strengthening Party building and Prevention and fighting against degradation of political ideology, ethics and lifestyle in the People’s Security Force is an objective imperative which are based on the following:

First, as important integral component of the Communist Party of Viet Nam, Party organizations in the People’s Security Force should strictly follow and set an example in implementing this task.

Second, building a pure and strong Party to enhance its leading capacity and fighting strength is a basis for party organizations in the People’s Security Force to uphold their leading role and to successfully realize tasks assigned by the Party and people.

Third, the current situation and the task of ensuring law and order in the period of industrialization, modernization and international integration demand that the building of Party and the people’s security force should be strengthened so that it can live up to new responsibilities.

Fourth, the People’s Security Force is the key and core armed force and a sharp tool to protect the Party, State, socialist regime and people. Building a pure and strong Party and People’s Security Force is a decisive factor that ensure national security and social law and order.

Fifth, Party building in the People’s Security Force should focus on the following:

First, attention should be paid to building Party cadres and members,first of all leaders and commanders at all level so that they can meet requirements of the new situation.  Degradation in political ideology, ethics and lifestyle among party cadres and members should be prevented. Dissemination of political ideology, education and training of Party cadres and members should be improved. Self-criticism and criticism must be carried out regularly and considered to be an effective tool to educate and foster Party cadres and members.

Second, completing organizational structure, enhancing leading capacity and fighting strength of party organizations, improving quality of activities of Party organizations in the People’s Security Force.

Third, continuing renovating work on cadres, setting store by internally political protection, strictly observing discipline, statute, and regulations and improving service quality rendered by Party cadres and members first and foremost leaders and commanders.

Fourth, consolidating supervision and control

Fifth, seting example and increasing responsibilities of secretary of Party organizations and leaders of security forces at all levels./.
