Enhancing inspection, supervision, and Party discipline in the People’s Police Force to meet the current task requirements

Communist Review - At present, given the need to build a pure, strong and mission-accomplished Party and People’s Police force, it is necessary to intensify, renovate and promote the efficiency of the all-out task of inspection, supervision, and discipline enforcement with the aim of building the People’s Police Force with “absolute loyalty and devotion” as taught by late president Ho Chi Minh.

1- Inspection and supervision both serve as a significant leadership method of the Party and an essential element of the Party building work. These have an important role to play in the promotion of political task implementation and Party building, which contributes to strengthening the Party’s ruling and leadership capacity, building a transparent and mighty Party in terms of politics, ideology, organization and ethics to secure the successful realization of the Party and nation’s revolution cause.

The 12th National Party Congress identified the work of “renovating, improving the effectiveness and efficiency of the inspection, supervision and party discipline enforcement” as one of the key directions and missions designed for the construction of a transparent and strong Party with its ruling capacity and combat power enhanced.

Applying the guiding principle of “intensive supervision, focal inspection”, discipline enforcement “without restricted areas and exemptions” in a serious and proactive spirit, Party committees, inspection commissions affiliated to the Central Police Party Committee at all levels have exercised the work in a comprehensive and cohesive manner in accordance with existing principles, procedures and regulations.

In the 2010-2015 tenure, Party Central Committees, Standing Committees and Inspection Commissions at all levels subordinate to the Central Police Party Committee conducted inspections against 148 party members and 34 party organizations with signs of violation; regular inspection against 1,199 party organizations and 1,182 party members; regular supervision against 713 party organizations and 975 party members. Through examination, various shortcomings and wrongdoings were unveiled with 6 party organizations and 929 party members being reprimanded as punishment. Since the beginning of the term 2015 – 2020, Party committees and inspection committees at all levels have inspected and supervised against 106 party organizations and 1,301 party members in total.

Inspection focus was mainly placed on the leadership and implementation of the 4th Plenum Resolution of the Central Party Committee (12th tenure) on "Strengthening the building and rectification of the Party; preventing and eradicating the  degradation in ideologies, politics, ethics and lifestyle, the manifestations of internal "self-evolution", "self-transformation"”, and Directive No. 05-CT / TW, dated May 15 2016, of the Politburo on "Studying and emulating Ho Chi Minh's ideology, morality and style"; the compliance with the Party's resolutions, directives and conclusions, the principle of democratic centralism and internal solidarity, the implementation of Regulation No. 47-QD / TW, November 1, 2011, of the Party Central Committee, "On what party members can not do"; implementing Party's resolutions in the field of security and order; about the responsibility to set an example; thrift practice and waste combat. Discipline enforcement was conducted against 727 party members and 2 party organizations, in which 466 were reprimanded, 208 were warned and 53 were expulsed for various violations in following Party resolutions, instructions, conclusions, code of conduct, principle of democratic centralism and internal solidarity, in investigating activities, thrift practice and waste combat; and in other illegal practices.

Such accomplishments are resulted from the timely promulgation of resolutions and policies by the Central Police Party Committee. Consequently, plans of inspection and supervision are issued on a yearly basis along with detailed implementation, principles, regulations, procedures and instructions on Party discipline enforcement. Party committees and organizations at all levels have seriously grasped and implemented all resolutions, directives and regulations on inspection and supervision and discipline enforcement. In addition, the Central Police Party Inspection Committee and the People's Police Committees at all levels have well performed the tasks of examining, supervising, and enforcing Party discipline in accordance with their functions, tasks and authorities.

However, the quality and effectiveness of inspection, supervision and disciplinary enforcement over party organizations and members having signs of violation still fall short of expectation, which fail to contribute to preventing and defeating corruption, wastefulness, negative and internal disciplinary breach. Shortcomings and breaches amongst party organizations and members are not timely discovered, or even untouched, which is caused by the failure to enforce discipline and the lack of harmony within party committees. Such practices have negative impacts on the People’s Police Force’s Party building.

These drawbacks are largely attributed to the poor awareness of numerous central party committees about the importance of inspection, supervision and Party discipline enforcement; the disorganized, unscientific draft of resolutions, programs and plans on the work; the incomprehensive grasp and application of the code of conduct and regulations of the Central Party Committee and other superior inspection committees; the limited coordination in performing inspection and supervision tasks; the ineffective dissemination of information about  the task; the lack of cohesion and consolidation among inspection committees agencies at all levels; the below-standard capacity, qualifications and working style of a section of inspection officials; the unproductive scientific research and practical summation contributing to enriching theory for party inspection, supervision and discipline enforcement in the People's Public Security Forces; and the unsuccessful application of achievements in information technology and equipment, funding to ensure inspection and supervision activities.

On May 18, 2019, the Politburo introduced the Regulation No.192-QD/TW on “the Party organization of the Vietnam People’s Police”. Accordingly, regarding the work of inspection and supervision, additional authority was granted the Central Police Party Committee to take control and coordinate with provincial Party Committees and city Party Committees in inspecting and supervising party organization and party members in provincial and municipal police departments in executing resolutions of the Central Police's Party Committee on political security, social order and safety and building public security force; at the same time, to delegate its authority to provincial and municipal police party committees to assume responsibility and coordinate with district party committees in inspecting and supervising party organizations and party members in district and commune police committees.

Implementing the Politburo's Decision No. 192-QD / TW; Decree No. 01/2018 / ND-CP, dated August 6, 2018, of the Government on "Defining functions, tasks, power and organizational structure of the Ministry of Public Security"; Proposal No. 08-DA / ĐUCA, dated August 10, 2018, of the Central Police Party Committee, "On strengthening party organizations and party committees at all levels in the People's Police", On October 3, 2019 the Standing Commission of the Central Police Committee approved Project No. 1979-DA / UBKT (X06), on "Strengthening inspection committees, inspection agencies at all levels in the People’s Police force”.

In order to improve the effectiveness and efficiency of inspection, supervision and  Party discipline enforcement in a comprehensive and cohesive manner in the entire People's Public Security Forces, party committees, party cells, and inspection committees at all levels should thoroughly grasp the objectives, requirements, viewpoints and contents in leading, directing and organizing the implementation of the tasks of inspection, supervision and party discipline enforcement as follows:

Firstly, in terms of objectives:

Fostering inspection, supervision and Party discipline enforcement in the People’s Police force aims at enhancing the ruling capacity, combat power of the Party as a whole; ensuring unity and democracy; maintaining discipline, preventing the degradation of political ideology, morality, lifestyle amongst officials and party members; and protecting the Party's viewpoints and guidelines, contributing to the successful ensurance of public security and order, the construction of the Party and strong People's Police .

Making significant progresses in ideology, awareness and practice amongst party committees, organizations and members of the People's Police at all levels with regard to inspection, supervision and discipline enforcement, especially among secretaries of party committees. Gradually perfecting the theoretical system, regulations, codes, viewpoints, contents and methods; consolidating inspection committees, inspection agencies and building a contingent of capable inspection officers; improving the quality and effectiveness inspection, supervision and discipline enforcement in the new situation.

Promptly assessing the strenths of party organizations and members to promote and replicate; at the same time identifying their weaknesses to oversome; and strictly handling violations, thus contributing to building a clean and strong Party; fighting against conservative, stagnant, local, indigenous ideologies, bureaucracy, corruption, wastefulness " interest groups" and such.

Secondly, regarding requirements:

The enhancement of inspection, supervision and Party discipline enforcement in the People's Police must be firmly based on the views of Marxism-Leninism, Ho Chi Minh ideology, guidelines of the Communist Party of Vietnam and the Central Police Party Committe, in accordance with the Politburo's Decision No. 192-QD / TW, regulations and instructions of the Central Party Committee and the Commission Central Inspection Committee.

- The implementation of examination, supervision and party discipline enforcement must ensure consistency and effectiveness from the Central Party Committee to the Central Police Party Committee, from the Inspection Commission of the Central Police Party Committee to party committees, inspection committees at all levels in the force. Furthermore, inspection, supervision and party discipline enforcement must originate from the objectives and requirements of political tasks and party building work to successfully carry out political tasks and inspection and supervision tasks that arise.

Thirdly, regarding viewpoints:

Examination and supervision is a vital content in the process of leadership, serving as a leading function and regular duty of party committees in the People's Police force, especially secretaries and party committees of all organizations. Inspection and supervision must be carried out publicly, democratically, objectively, cautiously and strictly in accordance with Party work principles and methods. Party organizations and members are subject to the Party's supervision and inspection as well as public monitoring.

The intensification of inspection, supervision and party discipline in the People's Police must be closely linked to the work of ideology, organization and innovation of the Party's leadership, and be implemented in a comprehensive, synchronous, and effective way, contributing to the building of strong political, ideological, organizational and ethical party organizations; thereby building the pure and mighty Party and People's Police force.

The task of inspection and supervision must be performed in a cohesive manner on the principle that "monitoring must be expanded", "inspection must be focused" to proactively prevent violations and promptly detect and uphold new and positive factors, overcome shortcomings and violations right from the very beginning. Additionally, "construction" is to be closely combined with "prevention”, in which “construction” is the focus.

It is also necessary to promote the responsibility of party organizations and members, bring into full play the responsibilities of other organizations in the political system so that Party inspection, supervision and discipline enforcement are justified, accurate and timely.

2. In order to comply with the above objectives, requirements, viewpoints, party committees, organizations and inspection committees at all levels in the People's Police should focus on implementing the following  key tasks and solutions:

First, making substantial progresses in enhancing the awareness and responsibility of party committees, organizations, inspection committees and members at all levels about inspection, supervision, and party discipline enforcement.

Organizing conferences to popularize regulations on inspection and supervision of party committees, organizations, and inspection committees at all levels. First and foremost, ensuring that party secretaries thoroughly grasp the position, role, viewpoint, guiding ideas, guidelines and principles of the inspection and supervision work; as well as their responsibilities over the task.

Studying and developing documents to renovate the forms and methods of dissemination regarding party inspection and supervision, acting as an official source of information for party committees, organizations, inspection committees and members.

Continuing to renovate the forms and methods of dissemination about the party inspection and supervision work in the People's Police on local newspapers and radios. In the immediate future, the Inspection Commission of the Central Police Party Committee is to study, edit and publish quarterly the "Bulletin on inspection, supervision and party discipline enforcement in the People's Police" to distribute to the party committees, organizations and inspection committees at all levels as a reference for their political and party work..

Second, reviewing, amending and supplementing regulations, codes, procedures and instructions for the examination, supervision and discipline enforcement of the Party Committee, the Standing Committee and the Inspection Commission of the Central Police Party Committee in accordance with the regulations of the Central Party Committee, State policies and laws, Regulation No. 192-QD / TW of the Politburo and Decree No. 01/2018 / ND-CP of the Government, which define the functions, tasks, power and organizational structure of the Ministry of Public Security.

Studying to develop and promulgate new regulations, principles, processes and instructions; in a short run, concentrating on studying and elaborating regulations on coordination in service of inspection and supervision (Regulation on coordination between the Central Police Party Committee and provincial and municipal party committees under the central government; between the Inspection Commission of the Central Police Party Committee with central police advisory agencies, etc.); regulations on dissemination of the inspection and supervision work, rotating inspection committee members to act as leaders at all levels and vice versa; regulations on the planning of inspection committee members and the regime of teaching, learning and fostering for officials performing inspection tasks; regulations on providing information and documents for inspection teams; regulations allowing the Inspection Commission of the Central Police Party Committee to carry out inspection against district police party committees and members when necessary; regulations on procedures for additional election of examination committee members, removal of examination committee members; regulations on the transfer and receipt of examination and supervision documents over the wide area network of the Ministry of Public Security (WAN), etc.

Thirdly, renovating and enhancing the quality and effectiveness of inspection, supervision and discipline enforcement at party committees of all levels.

Party committees, organizations, and inspection committees at all levels in the People's Police must devise directions, tasks, programs and work plans for the whole course (term) and annually, promulgate documents in line with its competence to carry out the work of inspection and supervision; implement the work according to the set programs and plans. In particular, party committees, organizations and inspection committees are to concentrate on the following contents:

For party committees:

Regularly inspecting and supervising the observance of the Party Charter, guidelines, resolutions, directives and regulations of the Party, policies and laws of the State in order to detect positive factors for replication,  inappropriate policies and guidelines to adjust, thereby preventing and limiting all violations. Focusing on inspecting and supervising areas where violations are likely to occur, such as investment in capital construction, management, land use, finance and services; places where there are signs of promulgating undertakings and policies contrary to Party resolutions and directives, State laws and covering up violations of subordinates. Examining and supervising heads of state management agencies at all levels in terms of leadership ability, management, ethical qualities, lifestyle, style and pioneering, exemplary spirit in performing tasks.

For party organizations:

Proactively performing the task of inspecting and supervising party organizations and members according to their assigned functions, tasks and powers; coordinating with inspection committees to advise and assist party committee at the same level in performing inspection and supervision. Promptly detecting signs of violations and transfer those to the competent party organizations to review and handle.

For inspection committees:

Strengthening the inspection and supervision of subordinate party organizations and members; proactively detecting and promptly check for signs of violations. Improving the quality of financial inspection and supervision by subordinate level committees and financial committees at the same level to proactively prevent corruption, waste and negativity. Checking, supervising and timely detecting organizations in the political system issuing guidelines contrary to the Party resolutions and directives, the State policies and laws; proposing competent party agencies and organizations to study, amend, or promulgate new guidelines and policies to satisfy the requirements of the new situation.

For party cells:

Strengthening inspection and supervision against party members in party cells. Focusing on supervising party committees, party committee members, and senior cadres working in local party cells. Checking, supervising, and timely promoting advantages, rectifying shortcomings and drawbacks among cadres and party members to proactively prevent violations.

Fourthly, consolidating inspection committees and agencies in a unified and effective model from the Central Police Party Committee to Inspection Commission under the Central Police Party Committee, from inspection committees under the Central Police Party Committee and to the Party Committee, the Committee of inspection of the Party Committee of the province and city directly under the Central Government; Party committee, inspection committee party committee at district level, etc.

Developing, completing regulations, and renewing the selection, planning, training, fostering, appointment, promotion, arrangement, rotation, use and commendation of cadres to improve the quality of inspection and supervision staff. Rotating leaders and managers of branches and levels to conduct the task and vice versa; creating source of inspection officers for higher level.

Building a contingent of inspection officials at all levels in terms of quantity, quality assurance and capability to fulfill their tasks with revolutionary virtues, political guts, competence, enthusiasm and experience, high fighting ability, experienced professional skills, scientific, fair, objective and profound working methods. It is forbidden to take advantage of the working position to breach duties and assigned tasks.

Continuing to improve the quality of training materials, textbooks for training and fostering of party inspection, supervision and discipline for party committees, leaders of party organizations and inspection officers, sufficiently meeting the requirements of the inspection and supervision on each work position. First, researching to develop subject curriculum, completing documents of traditional lectures and electronic lesson plans for subjects, completing reference materials such as question and answer books, and handling situations on party discipline inspection, supervision, and enforcement.

Training and building a contingent of reporters at all levels on the Party's inspection and supervision work in the People's Police, with special attention paid to teaching staff to ensure that their professional qualifications and pedagogical competence meet the task requirements.

Fifthly, strengthening scientific research, improving the quality of theoretical research, practical summation, preliminary review, and summation of professional activities.

Renovating preliminary and final review of inspection, supervision and discipline enforcement of party committees at all levels. Annually, at the end of the term, party committees from the Central Police Party Committee to grassroots level must directly direct the review of task implementation to uphold strengths and overcome limitations and weaknesses.

Promoting scientific research, which is identified  as a breakthrough, which not only contributes to perfecting the theory, but also helps officials in checking to improve their qualifications; In the short term, the Central Police Party Committee's Inspection Commission focuses on researching from 1 to 2 key ministerial-level projects, summarizing and supplementing the theory of examination and supervision under the direction of the Central Party Committee; researching and elaborating comprehensive schemes, programs and plans on raising the quality and efficiency of all aspects of inspection, supervision and discipline enforcement.

Improving the ability to predict potential violations of party organizations and members, especially new ones due to the adverse impact of globalization, market economy, international economic integration, and the rapid development of new science and technology. Also, the impact of "self-evolution" and "self-transformation" internally affects the inspection, supervision and enforcement of party discipline in the People's Police.

Sixth, promoting the application of information technology, increasing investment in funds, facilities and technical equipment for party discipline inspection, supervision and enforcement.

Gradually applying modern science and technology, especially information technology, in association with procedural reforms and working practices, contributing to improving the quality and efficiency of inspection and supervision. In addition to benefiting from the already-built software of the Central Inspection Commission, the Ministry of Public Security, party committees at all levels need to pay attention to investment and construction of resourceful facilities, technologies, and working environment for the operation of inspection committees. In the immediate future, the Central Police Party Committee's Inspection Commission should focus on developing the project "Application of information technology for comprehensive inspection and supervision in the People's Police", building facilities data, information, dissemination and management of inspection and supervision records as prescribed; continue to increase investment in resources to serve the inspection, supervision and enforcement of party discipline in the People's Police force./.
